When someone goes looking for public tender software, they usually expect the same thing: a database of notices, keyword alerts and, with luck, an editor for assembling the paperwork. All of it helps. None of it touches the expensive part: someone still has to read every notice, decide whether it is worth pursuing, make sense of the specifications, write the technical proposal, gather the administrative documents, set the price and submit on time. The tool stores the work. It does not do it.

Carabela is a different kind of thing. It is an autonomous system specialised in public procurement that acts as your company's tender department: it finds opportunities, checks whether they match what you actually do, reads the specifications and their annexes, prepares the technical, administrative and price parts of the bid, reviews the whole before submission, follows the file through to award and learns from the result. Finds the tenders that fit your company

Carabela watches 41 public sources around the clock and scores every notice against your company's context: activity, CPV codes, contracting bodies, geography, budget, solvency, experience and certifications. The point is not to bury you in alerts but to put the opportunities that could genuinely make sense at the top. If search is all you need, the tender search has a page of its own.

Decides whether it is worth it before the month is gone

Before anything is prepared, it checks each opportunity against your company: whether you can bid, whether you meet the mandatory requirements and the solvency criteria, what documentation you are missing, what risks the file carries and how much effort the bid would take. It is the go/no-go decision, made with judgement and with data, so that the team's time goes to the opportunities with the most potential.

Reads the specifications in full and turns them into requirements

PCAP, PPT and annexes. Carabela identifies the subject of the contract, the lots, the budget, the deadlines, the award criteria and their formulas, the solvency required, the administrative documentation, the page limits and the grounds for exclusion, and flags anything that needs your confirmation. Writes the technical, administrative and price parts of the bid

The technical proposal is built on the award criteria and your company's real information: contents, methodology, work plan, team, schedules, improvements. In parallel it identifies and organises the administrative documentation, from the ESPD to the commitment of resources, and studies price scenarios against the scoring formula. Nothing is claimed that cannot be backed up.

Reviews the whole bid and leaves it ready to submit

Before submission, Carabela reviews the complete bid: unanswered requirements, contradictions between the technical proposal, the price offer and the paperwork, incomplete annexes, page limits exceeded, award criteria poorly covered, risks of exclusion. It then organises the file so that submitting is as simple as possible and, where your workflow allows, automates most of the process.

Follows the file and learns from the result

After submission, Carabela tracks communications, changes and the award. When the data is available it analyses the result: your score, the competitors' scores, the winning bid, the price differences, what worked and what should change. That analysis feeds the next tender instead of sitting in a folder.

    Detect and qualify

    A tender appears in one of the monitored sources. Carabela scores it against your company's context: track record, real capacity, target margin. If the fit is good, it proposes bidding; if not, it discards the tender and explains why. You can approve each decision yourself or let the system decide on its own.

    Read

    Specifications, annexes and scoring criteria become structured requirements: what has to be met, what earns points, what documentation has to be supplied and by when. Anything that needs your confirmation is flagged before a word is written.

    Compose

    The technical, administrative and price parts are prepared together and cross-referenced. The technical proposal answers every criterion with evidence from your company; the administrative documentation is organised to match the file; the price is tested against the formula and against your limits.

    Review and hand over

    Carabela scores its own draft against the scoring scheme and corrects whatever loses points. It checks that nothing is missing and nothing contradicts itself. What you receive is a complete, coherent proposal, ready to go. All it needs is your signature.

    Follow and learn

    After submission, the system follows the file through to award. The result, with your scores and everyone else's once they are published, updates your company's context. The next tender starts from a better position.

The degree of autonomy is configured for each company. Some decisions you can always keep for yourself: bidding for or discarding a tender, requesting clarifications from the contracting body, setting the final price and submitting the proposal. Each one can run on its own or wait for your approval. Some companies want to validate every opportunity before anything is prepared; others review only the significant financial decisions; others delegate almost everything and receive only the exceptions. Wherever you draw the line, nothing is submitted without you.

Is Carabela software or a service?

It is a combination of technology, automation and specialist support. The difference from ordinary public tender software is that we do not want you operating a tool every day; we want Carabela taking on real work inside the process: finding, deciding, reading, preparing, reviewing and following up. The exact scope adapts to each company, and so does how much your team is involved.

How is it different from a search tool or an alerts platform?

A search tool is built to locate opportunities, and an alerts platform usually stops once it has found one. For Carabela, finding the tender is only the beginning: what follows is deciding whether it is worth pursuing, reading the specifications, preparing the complete bid and staying with the process through to award. And the system improves with every file instead of treating each one as an isolated task.

And from using a general-purpose AI model?

A general model can help you read or draft a particular text. Do we have to change how we work?
